Höfer was born in 1944 in Eberswalde, Germany, a town north-east of Berlin. In the 1960s, she studied at the Cologne Academy of Fine and Applied Arts and then worked for newspapers as a portrait photographer. She enrolled at the Kunstakademie Düsseldorf in 1973, where she studied under Bernd and Hilla Becher.
